Add TiRex AI model integration to forecast web app 

- Added TiRex neural forecasting button to prediction page
- Created /api/tirex_forecast endpoint for AI predictions
- Added PyTorch and TiRex dependencies to requirements
- Added 'About TiRex AI model' link to GitHub repo
- Implemented loading state and error handling for AI predictions
