Add AI activation control with password protection

- AI is now disabled by default for students
- Added teacher password authentication (env var AI_PASSWORD)
- Added RED/GREEN toggle button in header to activate/deactivate AI
- AI button on predict page is grayed out when AI is disabled
- Password-protected modal for teacher authentication
- Backend endpoints for AI status and toggle functionality
